How the index is extended
A new record must contain a relevant official publication, a clear date and an explicit evidence limitation.

New source, not merely new commentary
A statement without a new record, measure or dataset is not enough for a data point.

Label the evidence type
A photograph establishes presence; a declaration records a commitment; a model explores a scenario; statistics measure a bounded outcome.

State the limitation
Every record names the broader conclusion that the source cannot support by itself.
- 04
Human review before publication
Monitoring may identify a candidate, but never publishes a political conclusion automatically.
